the measures to be taken in regard to the trade in
raw opium, it soon appeared that as a question of
practical convenience, it would be difficult to apply
literally the specific provisions contemplated in the
case of raw opium, which is largely exported in bulk
from the producing countries, to the relatively small
consignments of granulated and powdered opium which.
has been treated in intermediate countries.
Our Government however fear that the former in-
clusion in, and subsequent exclusion from, the defin-
ition of raw opium of "powdered" and "granulated" opium
might lead to confusion, and we have therefore been
instructed to make a statement in regard to their
understanding of the question, and the consequent
interpretation that they will place on the clauses of
the Convention in so far as this question of powdered
and granulated opium is concerned.
